with many different peolpe using them in limited to extensive areas & boat types. What this ends up meaning is whitch some peolpe will never be in a situation to vertically have use for some of the things you`ll categorically need to smoothly learn or experience some of those situations the license covers. However, since those who license don`t know what you may end up doing, they need to cover all the posibilities , which means you may have to memorise some stuff you may not see any use for.
