Ah yes, the old "Chrysler bought by Mercury, named Mariner, then dropped from production, shortly after Tohatsu made a few of the smaller units -- now no dealers..." problem.
The problem you describe could be almost anything, but is often a dirty carburetor, or poor fuel delivery as a result of weak fuel pump or other filter/line issue. There is a forum on Merc/Mariner OB's at the iBoats website.
